
Mark R. Duebner is a Brookwood Principal Consultant with more than 25 years of experience leading large-scale public sector operations, complex capital programs, and strategic real estate initiatives. He is based in Dallas, Texas where he is the lead Principal of Brookwood affiliate, mPact Consultants, providing executive business and management consulting services focused on project navigation, revenue enhancement, debt management, and crisis planning.
From 2024 to early 2025, Mark served as Vice President and Program Manager for Matthews Southwest, where he was responsible for pre-construction phase program management and owner’s representative services for the new Kay Bailey Hutchison Convention Center Dallas. In that role, he provided strategic oversight of 24 sub-consultant firms, developed comprehensive management and financial plans, prepared solicitation documents for architecture and construction manager contracts, and collaborated with the City Attorney’s Office to negotiate project delivery agreements.
Previously, Mark served as Vice President for Corporate Real Estate and Airport Affairs at JSX, reporting directly to the CEO. He led the strategic planning and administration of the company’s global real estate portfolio, including terminals, lounges, maintenance hangars, and corporate offices. He developed and implemented a comprehensive real estate strategy aligned with corporate growth and sustainability objectives, managed lease negotiations and capital improvement projects, and maintained key relationships with airport authorities, government agencies, and community stakeholders within a highly regulated environment.
Mark’s longest tenure was with the City of Dallas, where he served in multiple senior leadership roles from 1995 through 2022. As Director of Aviation (2011–2022), he was responsible for Love Field, Dallas Executive Airport, and Dallas Vertiport, overseeing a $150 million operating budget and more than 340 employees. He led a $519 million terminal renovation and a $230 million parking structure project, introduced revenue optimization strategies, launched the Love Field Good Neighbor Program, and implemented a comprehensive digital engagement strategy. Under his leadership, the airport received numerous national and international awards for customer satisfaction and concessions programs.
In addition to Aviation leadership, Mark served as Project Manager for High Speed Rail, coordinating multi-departmental city efforts and federal agency engagement for environmental review, zoning, right-of-way clearance, and floodway alignment approvals. As Executive General Manager of the Dallas Police Department, he was the top civilian commander overseeing budgeting, fleet, enforcement divisions, and strategic planning for a department of over 3,600 officers and 500 civilian employees.
Earlier in his career, Mark held progressively responsible roles in business development, procurement, capital program management, and finance for the City of Dallas. He managed procurement portfolios exceeding $500 million annually, led capital programs totaling more than $250 million per year, coordinated bond programs, and implemented operational reforms that generated significant cost savings and national recognition for procurement excellence.
Mark began his professional career in financial services with Dean Witter Reynolds and Metropolitan Insurance Company, advising clients on investment strategy and financial planning.
He holds a Bachelor of Arts from the University of Texas at Austin and a Master of Public Administration from the University of North Texas.
